The childhood obesity crisis is an epidemic that not only touches the lives of people in the United States, but it affects the lives of those all around the world. In a society where childhood obesity is a major health care concern, many do not understand the complexity of this issue whereas others just seem to ignore it. Publically it seems to fall at the wayside when it is discussed in conjunction with many of the world’s other problems. So many young children struggle with this problem as the rates of childhood obesity have increased. Childhood obesity can be defined as any child between the ages of 2 through 19 that have exceeded the 95th percentile of the Body Mass Index (BMI) in comparison of those in their peer group. BMI measures height, weight, waist circumference and skinfold to determine the amount of fat a person is storing. Today, nearly one-third of children and adolescents are overweight or obese and face major health concerns in the future (Ogden, Carroll, Curtin, Lamb, & Flegal, 2010). Contributors to the obesity problem are unhealthy eating, derived from a poor diet or eating too much, not enough physical activity, and lack of information on this subject. There is not enough being done to combat this complex issue and measures have not been taken to prevent this from happening in the future. If parents are educated about what childhood obesity is, what causes it, how it causes low self-esteem, why it is such an important topic, what they can do to decrease the risk of this issue, and how this affects their children as they grow into adults, then the number of obese children will decrease in time. There is not a single specific reason as to why childhood obesity occurs. It can stem from genetics, medical conditions, medicine taken, social behavior, mental status, environment, and demographics. For example, some medicines that are used to treat seizures can decrease the body’s ability to burn calories and medical conditions such as hypothyroidism slows down the body’s metabolism, one of the main functions needed to maintain a healthy weight. An example of a mental health condition is as a result of how people become anxious, upset, or stressed and turn to overeating for escape of their problems. Obesity can also derive from our genetic code (U.S. Department of Health and Human Services, 2008). Just as genes determine the color of our hair, eyes, the dimples in our cheeks, they also contribute to the amount of fat you store and where you store it. The way foods are processed and chemically altered can cause genes to mutate, altering the way children grow, process, and store products consumed. According to a study conducted by Jane Wardel, Susan Carnell, Claire Haworth and Robert Plomin(2008), there is a strong influence between obesity in children and their genes. Furthermore, it states that the onset of this epidemic has not changed the results, it only verifies that obesity is a health concern. It shows that the environment plays a small part in this health care issue but the genetic codes given to us by our family increases a child’s risk of becoming obese. It is impossible to change our genetic code; however, long term weight control and community involvement are needed to decrease obesity in children that have this high genetic risk. This can have other adverse affects as children fall victim to low self-esteem. Of the reasons given, one cause does not overshadow the other as they all can affect the livelihood of our children. Reasons listed above prove there should be great concern on any occasion; however there is an emphasis on the lack of attaining insight to and maintaining a healthy lifestyle. This pivotal point of controlling a healthy lifestyle is most likely the key essential part to preventing childhood obesity and overall well being (U.S. Department of Health and Human Services, 2008). Today, we live in a society where physical appearance is a vital part of everyday living. Through media and social acceptance, children are lead to believe that you can obtain the highest level of beauty by being thin. This acceptance can alter self perception and cause a serious issue in self-esteem. Self-esteem is an important because its outcome will shape the rest of their lives. It has influence on how they act, their mental health, their interaction with society, how they engage with their peers, and how they feel about themselves. It is already difficult that children have to go through the phases of life to get to adulthood, but when you add obesity into it, the results may be negative. During the elementary and secondary school education phase, children are required to participate in physical activities that many obese children cannot succeed in due to their weight. These children become humiliated and become withdrawn beginning the decline in grades. Obese children are often times the center of ridicule by their peers as well as adults, and as a result, making it difficult to have social interaction due to fear of embarrassment. They are unable to establish personal relationships because the feeling of criticism and failure lowering self-esteem. Personal relationships are vital for development as humans need to receive accolades from each other because they make us feel satisfied, self-confident and valuable. Being obese has a negative effect where those plagued with issue are made to feel inferior to those that judge and even themselves. Self perception can become such a severe issue that many turn to suicide (Paxton, 2005). If parents do not encourage their children in changing their diets and increasing physical activity as an obese youth, these same children are more likely to transcend their weight complications in to adulthood. There are several reasons why childhood obesity occurs and if it is not controlled at an early stage then there are many negative consequences that may occur in that child’s life. It has been estimated that about 26 to 41 percent of obese preschool children grew up to be obese adults, and approximately 42 to 63 percent of obese school-age children grew to be obese adults (Serdula, Ivery, Coates, Freedman, Williamson & Byers, 1993). In addition to increasing the risk of obesity in adulthood, childhood obesity has been known to cause pediatric hypertension, Type II diabetes, risks of coronary heart disease, creates stress on the weight-bearing joints, lowers self-esteem, and affects relationships with peers (U.S. Surgeon General, 2001). If untreated, these preventable health risks are more likely to transfer in to adulthood, become severe, and even result in death. This issue cannot be tackled by one person alone, it is the responsibility of everyone to make this an important topic and spread it throughout the masses. Preventing childhood obesity is important because this is one of the many growing epidemics that humans can prevent. This public health problem has forced the government to intervene in everyday household affairs to assist parents in reinforcing positive choices. Believe it or not, but the government plays a huge role in this national public health crisis. They give guidance, support and information vital to making this epidemic a national priority. In their proven commitment to eliminating this problem, they have changed policies, provided funding, created programs and made this problem their life’s issue. They have also given workforce incentives and have monitored the outcome of the policies and programs put in place. Childhood obesity continues to place a strain on the economy as youth projects such as Lets Move, Making it Happen and The School Nutrition Foundation, have been mandatorily created in order for families to be aware of and become involved in the prevention of childhood obesity. The U. S. Food Stamp Program has taken the initiative to explore adding $227 per month to help low income families purchase fresh fruits and vegetables. Many states have also provided incentives for citizens that promote healthier behaviors. States such as California and New Jersey have local incentive programs that give tax deductions to those that ride their bikes or economically sound vehicles to work. There are also incentives that match funds used to create nutrition education and physical activities programs within the workplace. Health care cost continue to sky rocket as $147 billion is used to provide preventive, diagnostic, and treatment services related to obesity (Finkelstein, 2009). It has been shown that if left untreated, obese children will grow in to obese adults and this also poses a strain on the economy. Obesity related disorders can cause loss of work resulting in many seeking public assistance due to their disabilities. It stops economy productivity as 39.3 million days of work have been lost due to obesity related illnesses (Wolf, Colditz, 1998). Beginning the practice of healthy eating and increasing physical activity at a young age will equip children for success and teach them that maintaining a healthy lifestyle will give them a better and brighter future. Parents are the first line of defense in the prevention of this health problem which is why it is so important to maintain constant influence on their children. Naturally children seem to follow in the same footsteps and the same patterns as their parents. With that being said, if a child has overweight parents, and their parents have a sedentary lifestyle and unhealthy eating habits, their children are more likely to become obese. This idea also works the same way if the parents have an active lifestyle and practice healthy eating habits. They have a very difficult decision to make when it comes to healthy choices. The current state of our economy leaves low income families having to choose between food that is affordable versus food that is high in nutritional content. They also have a difficult decision to make when it comes to their mobility practices. Fast food establishments target â€Å"on the go† families with drive-thrus designed to be fast pace. The problem with this is, they serve sweet, over-processed, and fatty foods that normally have low to no nutritional content. Parents are often plagued with the focus of work and maintaining the household that they will find different means of keeping their children occupied, and often too many times that consist of watching television or playing games. Children participating in sedentary activities are acceptable for a small period of time, but the emphasis on physical activity needs to take place in their everyday lives. There are several different ways parents can help their children prevent or stop childhood obesity. They can start by taking small steps to influence a healthier lifestyle. Expecting anyone, let alone children, to change their eating habits overnight is unrealistic. Give the children goals such as eating fresh fruits and vegetables one serving more than they did the day before or going to the park and increasing their play time from a half hour to a full hour. Praise them for staying on the course, but do not reward them with junk food. Although it is acceptable to serve high caloric, sweet, and fatty foods in moderation, you do not want the children to fall back into their old habits. Trying to be creative and positive is another helpful step. This will help the children want to be proactive in staying healthy and making good decisions. Lastly, be understanding. Like with any lifestyle change it takes some getting used to. If any of the methods listed do not work for a specific lifestyle, parents should not be afraid to try a different regimen altogether or modify the current one (U.S. Department of Health and Human Services, 2008). In conclusion, the ultimate goal is to stop childhood obesity in an effective and timely manner. The information given throughout this paper has given you an idea on the severity of this issue if unresolved. Parents, schools, and communities around the world have an equal responsibility in fighting this matter. If this epidemic continues on this same path, the outcome will result in obese children becoming obese adults; therefore repelling them from all the benefits that a healthy life style has to offer. A certain level of understanding about childhood obesity must be attained through education, its causes, how to decrease its risks, its effects on adolescents as they become adults, and the importance on exploring this diverse topic. Along with this understanding, there must be acknowledgment of how our society, social practices, diets, and how physical activities contribute to this health issue. Melville’s “Bartleby the Scrivener” Essay

In Melville’s â€Å"Bartleby the Scrivener,† Melville displays the life of a person, named Bartelby, who does almost nothing with his life except write. Even latter in the story, Bartelby gives up writing and on life itself. Melville’s story brings up two major themes, which include writing and freedom. The story revolves around scriveners whose job it is to constantly copy documents and in a sense become a slave to writing. Bartelby, though one of the scriveners, resists the command to do exactly what he is told and as the story unfolds, he consistently refused to do what he was told. This defiance leads the reader to question whether Bartelby was protecting his freedom or just setting himself up for an early demise. Barthe includes in his essay â€Å"The Death of the Author† that the author has no control over how his work is interpreted and the reader must decide what the work truly means. Authors are only limited to being authors when they are in the midst of writing but once they have finished their work and are not writing then the Authors are no longer authors. Freedom is constantly emphasized throughout Melville’s story because Bartelby chooses to quit writing do to the fact that he is not being a true author but only a â€Å"scriptor.† Most of â€Å"Bartelby and the Scrivener† centers on writing and how it is necessary in the law practice. Scriveners are law copyists which means their job is to copy law documents for the lawyer to have. At first, Bartelby was a dedicated worker who never stopped copying throughout the day. He did not even take the time to take a lunch break but rather had snacks delivered to him. But as the story continues, Bartelby deteriorates as a worker by first refusing to look over copied documents then finally giving up writing all together. Writing, in this story, seems to be a chore and does not require the person to be an individual in any way. The scriveners had to tediously copy documents, which explain why the scriveners were not exactly the best-qualified workers. Turkey couldn’t work in the afternoon and Nippers couldn’t work in the morning. In any other job that requires serious thought, these two would be fired due to their inability to work all day. According to Barthe, these scriveners are not authors but only scriptors because they mimic the writing and don’t create something original. Bartelby could no longer do this seemingly unimportant writing and finally just stopped writing at all. The only time Bartelby was considered a scriptor was while he was currently copying the documents because â€Å"the modern scriptor is born simultaneously with the text, is in no way equipped with a being preceding or exceeding the writing† (Barthe 145). To be a scriptor, the person must be constantly writing which explains why at the beginning of the story Bartelby never leaves his room but works throughout the day. Bartelby did this because he believed that the only time his life was worth something was when he had the title of a scriptor. Over time though having this title stopped meaning something to him and he eventually quit writing. When Bartelby lost his title of a scriptor, he lost his will to live and that is why when he was in jail he refused to eat. Freedom is an extremely complicated theme in â€Å"Bartelby and the Scrivener† because it is unclear who exactly is free. The scriveners are all slaves to writing because they must spend their time copying documents and don’t really do anything else that would lead another person to say the scriveners are living productive lives. But each scrivener exercises a bit of his or her own type of freedom. Turkey works well in the morning but as the day goes on, he tends to make more and more mistakes. The lawyer tries decides to only have Turkey work in the morning but Turkey refuses that request. This refusal shows that Turkey has a certain free will and doesn’t just spend his time mindlessly copying documents and doing exactly what the lawyer tells him to do. The much younger Nippers has the opposite problem that Turkey has and he cannot work well in the morning because Nippers needs time to get adjusted for work. At first, Bartelby looks to be the least free scrivener at work because he would work nonstop throughout the day without even taking a lunch break but as the story progressed the reader would see that this is untrue. Bartelby on several occasions refuses to do work for the lawyer and eventually stops writing all together. The lawyer is very curious with Bartelby’s response and actually seems to admire his unyielding response to looking over copies. â€Å"His steadiness, his freedom from all dissipation, his incessant industry†¦his great stillness, his unalter- ableness of demeanor under all circumstances, made him a valuable acquisition† (Melville 19). Bartelby’s decision to quit writing demonstrates his desire to become free from the tediousness of writing. Bartelby, however, cannot handle this freedom being captive by writing for so long. He needs to make choices with his freedom and he really didn’t know what to do with his life. This is why he stayed in the office until he was thrown in jail and then died of starvation because he refused to eat. Bartelby couldn’t decide what to do with his life without writing and it led to his death. The lesson learned about freedom from this story is that complete freedom means complete loneliness and helplessness. Barthes’ â€Å"Death of the Author† combines writing and freedom together in order to express how certain writings should be interpreted. Barthes explains to his readers that â€Å"a text is not a line of words releasing a single ‘Theological’ meaning but a multi-dimensional space in which variety of writings, none of them original, blend and clash† (Barthes 146). This quote iterates that the author does not come up with a work that is truly original but takes aspects of different works to create his own. Barthes emphasizes that the author should not instill his own opinions in his work but rather allow the reader to have the freedom to come up with his own interpretation. This is where freedom intertwines with writing. The author must give up control of his work and allow the reader to take authority and decide what exactly is meant be the work. But also, the author’s duty is to limit how much is actually expressed in the text. â€Å"To give a text an Author is to impose a limit on that text, to furnish it with a final signified, to close the writing† (Barthes 147). The readers must separate a literary work from the author in order to free the writing from being read only as the author’s opinion. Every work of writing contains multiple interpretations. Barthes compares text to textiles by explaining that â€Å"everything is to be disentangled, nothing deciphered; the structure can be followed, ‘run’ (like the thread of a stocking) at every point and at every level, but there is nothing beneath† (Barthes 147). This quote explains that much of writing read through thoroughly but conclusions don’t necessary need to be drawn. Reading a work is much different than figuring out a puzzle. To truly grasp writing, a reader must capture the actual literature and realize exactly what each word in the writing is trying to express. The meaning of the work is derived from the ideas of the reader, rather than the thoughts of the writer. The reader has the freedom to capture whatever meaning he desires from a work of writing. Barthes explains that the author cannot put his own opinions into his own work because the reader must come up with his own interpretation of the work. Melville’s â€Å"Bartelby and the Scrivener† emphasizes this concept by showing the role of a scrivener, who only copies documents and puts nothing of himself into it. Bartelby feels like his life has been wasted just copying documents and finally decides to quit writing. Once Bartelby loses his will to write, he completely loses his will to do anything of importance, even eat. Writing must be entangled like threads of a cloth, and the author must place a limit on how much can be inferred from the text. Bartelby is not an author but only a scriptor because he is not performing art by copying legal documents. Under cover operations have revelled that hooliganism has become more organised where the ringleaders of sets of troublemakers on opposing sides have been in contact with each other and meet at a predetermined destination to fight. The advantage of this for them is that there wont is police patrolling that area so they can get away with it. The methods the authorities have developed to stop it,  The approach taken by the British authorities to reducing football hooliganism has been largely increasingly sophisticated policing, surveillance and monitoring techniques, segregation of fans, restrictions on alcohol etc. The British Government has also introduced specific legislation to cover acts of hooliganism.  Such measures are common elsewhere in Europe, the German, Dutch and Belgian authorities, in particular, have been more proactive in their approach to the problem. The development of fan coaching schemes appears to have had an impact on levels of violence in certain areas. Such schemes, which involve social workers deployed with groups of fans, provide useful models for other countries. German clubs are involved to an extent in the fan coaching schemes; elsewhere there is little contact between club officials and the fan groups. Very recently the British police have started using the Spotter system. This is a system that is used throughout the season in the English Premier and Football Leagues. A police liaison officer is attached to a particular club and has the responsibility of identifying and monitoring hooligans, usually travelling to away games and assisting the local force with the detection of hooligans. Identified hooligans would be banned from viewing all of there teams games and before European and international ties take place, their passports are confiscated so that the wont travel to the away games in other countries and cause any trouble. Another scheme introduced was a hooligan hotline whereby supporters could phone in and report incidents of hooliganism and perhaps even identify perpetrators. Although this scheme was promoted as being entirely new, similar schemes have been in existence since 1988, when the West Midlands police set up a 24-hour hotline. Conclusion I believe as long as football exists there will be hooliganism as when people have differences of opinions there are always going to be some narrow minded people who will get angry and lash out. This may be on supporters of the opposing side, the authorities or vandalism of public property. However although I believe hooliganism will always exist I believe that there are things that increase the likelihood of such acts occurring these include:  Drink, which heightens peoples emotions making them more likely to get angry and it also, stops them from fearing fighting and the law. When people drink they stop thinking rationally and do things that they otherwise wouldnt do. Troublemakers these people come to a stadium often not watching the match especially to get into a fight. They often encourage drunken supporters into joining in with there trouble making. They often taunt opposing fans in the hope that there will be a fight.  The mood of the fans contributes to hooliganism, as if the supporters have had a good journey and their team has a good result then they will be in a good mood hence being less likely to cause trouble  Security presence, will act as a deterrent to hooligans as they will not want to be punished for their actions, so if there are many police officers they wont want to start trouble. Although there are still the occasional instances of hooliganism the police have done well in dramatically cutting down the amount of them. They are co-operating much more with their European counterparts and have new measures such as the spotter system and the hooliganism hotline. However there is more that the government can do I believe the police should be given greater powers in arresting and prosecuting hooligans. Penalties for hooligans should be a lot more severe in order to act as a deterrent. Also everyone entering a stadium should undergo a breathalyser test to see if they are over the legal alcohol limit and if they are they should be taken to the police station and fined and banned from viewing there team play for a set period of time. I believe that this will not only act as a deterrent but it will stop the trouble makers from coming to the football so the atmosphere in the stadium will good and the emphasis on having a good time. This will also increase the popularity of the sport as more families will come to watch the sport introducing a new generation of football lovers who wont be interested in hooliganism, just in the sport. Appraisal of study  The problem with my project was that as I choose the subject matter of hooliganism. It was very hard to find facts and figures to back up my points all I could find to prove my points were discussions and reports about this study. Though these reports were written by experts in this field, they too had to work in the same conditions without facts to back up what they were saying, so I am only going on what they believe and they cannot prove what they are saying to be true. So if I were to improve this project I would have to get some data to prove my theories to be correct.

The Issues Regarding Child Sexual Abuse For my final year I have been assigned to produce a dissertation on a topic of my own interest. During my second year of this course I was at a placement in a Supported Housing organisation. Whilst working there I came across a lot of child abuse issues, in particular child sexual abuse and this is where my interest in seeking more knowledge about the subject came about. I have chosen to focus on the issues regarding the sexual abuse of children and how this affects their life as children and as adults. The topic itself is quite a complex one to define and understand. The issue of sexual abuse began to attract widespread attention as a social issue in the late 1970s. However, the extent of child sexual abuse has only been fully recognised over the last 20 years or so. But exact figures depend on how sexual abuse is being defined. The term child abuse refers in this dissertation to the physical or emotional mistreatment and neglect of children or their sexual exploitation, in circumst ances for which the parents can be held responsible through acts of commission or omission (cited in Doyle, 2006). The possibility of child sexual activities taking place arouses feelings of disgust and horror; it is condemned by society as a violation of what is normal sexual behaviour. I have chosen to structure this dissertation into 6 sections. In the first chapter I will start of by defining and explaining what child sexual abuse is. The second chapter will consist of describing who the perpetrators of child sexual abuse are. I will explore further into their reasons for committing such an offence and if it is linked with their past. Most people who have suffered sexual abuse when they were younger do not grow up to abuse. Jones (2002) states that, a significant minority of those who sexually abuse children have themselves suffered physical and sexual abuse in their own childhood. The most potent predictors of who is likely to commit the most serious and prolonged sexual abuse are childhood family violence, loss of a carer, and family breakdown. Sex offenders are noted for their invisibility. When people think of a sex offender they may visualize a stereotypical image of a man filthily dressed, hanging around street corners though in truth the sex offender appea rs in many forms and in all walks of life. When people hear of a sex offence, they generally associate total strangers to be the ones who carry out the crime, what they dont realise is that sex offending itself takes many forms. In some cases the abuser may be diagnosed as having serious mental health problems. For example, a woman drowns her twin 6 month old daughters. Another mother throws her daughter off a bridge into icy water. A father has sexual intercourse with his 6 month old daughter. These descriptions are often enough to convince most people that only someone who is mentally disturbed or truly psychotic would inflict such grievous harm onto a defenceless child (Gelles Cornell, 1990). The third chapter is based on the victims of child sexual abuse. Children who are sexually abused generally find it harder to talk directly and clearly about their experiences. Although some children disclose, many do not. Many children assume that, if their parents mistreat them, it is because every parent behaves in that way (Doyle, 2006). Children can become attached to abusing parents. They often want the abuse to stop but crave the abusers love. Every child has a right to receive a good standard of care and protection, and parents have a duty to provide this, however, this is not always the case. Sexual abuse victims may protect their self-image by convincing themselves that there is nothing wrong in sexual relationships between adults and children. Wyre (1986) noted that many men who had raped children had been sexually abused as children and had incorporated their experiences of abuse into their own sexuality. Findings from Trickett and Putnam (1998) show that about a third of sexually abused children who have been sexually abused are at specific risk of developing sexual problems and sexualised behaviour. For some children, being inappropriately sexual with other people is the only way they know to love and get close to people. As adolescents, some boys who have been sexually abused show an increased likelihood of exposing their genitals to women, or being sexually coercive. Some girls become sexually, and often indiscriminately very active. Sexual promiscuity can get both young boys and girls into social difficulties. In the case of early sexual activity amongst sexually abused girls there is the risk of teenage pregnancy (Trickett and Putnam 1998, cited in Howe 2005). The fourth chapter outlines the long term and short term effects child sexual abuse has on victims. I will describe the extent an abused childs developmental stage is impaired. The more forceful and violent the abuse, the more the individual is likely to suffer trauma. The most crucial period of a childs life is when assumptions about the world, others and the self are being formed. Unlike adults, childrens lives are affected and traumatised during this period. REFERENCE These posttraumatic reactions can easily collide with a childs social and psychological maturation, which leads to a potentially typical dysfunctional development. The amount of damage caused to the victims is unpredictable. Survivors of sexual abuse are often described as having a number of emotional, cognitive, and social difficulties. The child perceives the self as unworthy of being loved or protected. This leads to low self-esteem. Chapter 5 illustrates a case study in relation to my second year work placement at a supported housing organisation intended for individuals who are just released from prison. Whilst working there, my main interests were within the YOT team. During my first few days I read a particular clients file, who was part of the Program X scheme. I found his file very interesting as there were serious issues of child sexual abuse associated with his life, which later led to extreme depression and suicide attempts. Last but not least, the next stage is to determine how these issues can be addressed and if victims find a way to escape the nightmares associated with the abuse. Do they ever live a normal life again? This can prove difficult at times as many abuse survivors inappropriately assume responsibility for what was done to them as children and are often believed to have provoked it in some way, REFERENCE some deny that abuse ever occurred in the first place, and underestimate their personal rights to self-determination and safety. There are many agencies and organisations that provide help and support to individuals suffering from child sexual abuse. Getting help through therapy allows the survivor to find closure. Finally, I will end the dissertation with concluding comments regarding the issues discussed throughout the dissertation. Chapter 1 What is Child Sexual Abuse? Sexual violence and childhood sexual abuse are two of the most serious and damaging crimes in our society. for victims, these crimes represent a violation which can have a significant and ongoing consequences for health and wellbeing. REFERENCE Many patients who have been abused do not talk about sexual issues with their health care providers. REFERENCE They often feel disconnected from their bodies and health needs. REFERENCE Sexual abuse is defined in the Department of Health 1999 guidelines as: Involving, forcing or enticing a child or young person to take part in sexual activities, whether or not the child is aware of what is happening. The activities may involve physical contact, including penetrative (e.g. rape or buggery) and non-penetrative acts. They may include non-contact activities, such as involving children in looking at, or in the production of, pornographic material or watching sexual activities or encouraging children to behave in sexually inappropriate ways. (Department of Health 1999: 6, cited in Corby, 2006). The above definition states that the sexual abuse of a child does not necessarily need to involve physical contact. It provides examples of such non-contact abuse but does not mention intra-familial abuse or anything about the age of the perpetrator. Another definition used is: Any child below the age of consent may be deemed to have been sexually abused when a sexually mature person has, by design or by neglect of their usual societal or specific responsibilities in relation to the child, engaged or permitted the engagement of that child in any activity of a sexual nature which is intended to lead to the sexual gratification of the sexually mature person. This definition pertains whether or not it involves genital contact or physical contact, and whether or not there is discernible harmful outcome in the short-term. (Glaser and Frosh 1988: 5) The issue of defining sexual abuse in practice is both problematical and complex. In some cases, there are overlaps and connections between the different forms of abuse. For example, a child might be sexually and physically abused, neglected and physically abused and so on. Very young children as well as older ones are affected by sexual abuse and now it is a crime thought far more common than it was previously. Sexual abuse is harmful at all stages but Corby (2000) suggests it is considered to have greater effects, where the abuse is carried out by a father figure; if it is accompanied by threat, force or violence; where the sexual act involves penetration; where the abuse has continued for some time and finally where the family responds negatively regarding the abuse (Howe, 2005). History There is little evidence about sexual abuse of children in antiquity and medieval times. Growing up in Rome or Greece frequently involved being sexually abused by older men (de Mause 1976: 43). In Scotland 1757, incest was given the death penalty (Corby, 2006). By contrast, in England during the twentieth century, incest became a legal offence. . By the beginning of the Second World War, under the 1908 Incest Act the number of prosecutions for incest gradually increased reaching 100 a year (Corby, 2006). The definition of incest in the Sexual Offences Act of 1956 is as follows: It is an offence for a man to have sexual intercourse with a woman whom he knows to be his grand-daughter, daughter, sister or mother.it is an offence for a woman of the age of sixteen or over to permit a man whom she knows to be her grandfather, father, brother or son to have sexual intercourse with her by her consent (Smith Hogan, 1983: 419, cited in Howitt, 1992). In 1937 the state of Michigan enacted a sexual psychopath legislation. In the same period of the 1930s there is also evidence that the public became more concerned about sexual offences. REFERENCE By 1960 there were some 27 states and the District of Columbia with a version of a sexually dangerous person law. From the late 1930s onwards to the early 1960s there was emphasis on the treatment of offenders through involuntary civil commitment procedures rather than punishment after conviction. Reasons for jurisdictions over such offenders varied among 27 states. Beginning in the late 1950s and continuing for nearly two decades, there was a panic over sex crimes, sexual deviance and sexual behaviour generally. By the late 1980s almost half of the states with sexually dangerous persons legislation had revoked the statutes. In 1994 a provision entitled the Jacob Wetterling Crimes Against Children and Sexually Violent Offender Registration Act was included in the omnibus 1994 crime bill. In 1997, the Wetterling Act  [1]  was amended to allow for community notification, which permitted law enforcement personnel to disclose registry information to neighbourhood residents about sex offenders who live in close proximity. REFERENCE The NSPCC began to tackle child sexual abuse within the family, which was previously ignored as an issue. The NSPCC did not bring sexual abuse to public attention, in the same way as it had publicised physical abuse and neglect, despite its awareness and recognition. This response reflected a general attitude to the issue, which was one of not wanting to know, a conspiracy of silence. Many parents keep their childs abuse a secret even if they know of it. By contrast, however, child prostitution received far more public attention. In the summer of 1987, newspapers reported a child sexual abuse scandal in Cleveland. It emerged that 121 children had been brought into care over a period of six months on place of safety orders on the recommendation of two paediatricians who had diagnosed them as having been anally abused. Up to this time, for child protection agencies in Britain, the issue of child sexual abuse had been a relatively minor concern. Child sexual abuse was beginning to find its way onto the official child protection agenda by 1987, although the response to such abuse throughout Britain was patchy and variable. The Cleveland report had an impact on the passage of the 1989 Children Act through Parliament. Findings from the Cleveland inquiry report confirmed that, child sexual abuse was a more widespread phenomenon than had previously been thought to be the case. Similarly, in 1991 in Clwyd, residential social workers in two childrens homes were prosecuted for serious sexual offences against children in their care. As a result, Clwyd County Council set up its own independent inquiry which commenced in 1996 and reported in 2000. Its findings were that there was evidence of widespread physical and sexual abuse of girls and boys in Clwyd during this period (Corby, 2006).
